U.S. Coastal Fishermen Rally in Washington, D.C. - March 21, 2012!

It's long since past time to fix the Magnuson Act and put recreational fishermen back on the water.

February 22 2012 - The date was February 24, 2010, the place, a small park alongside the Capitol Building where full sessions of the House of Representatives and Senate were underway. An army of over 5,000 recreational and commercial fishermen descended on the park in an orderly and respectful show of force to tell our elected representatives that legislation they passed in 2007 was not working and was, in fact, putting thousands of American fishermen, both commercial and recreational, along with people in the industries that are supported by fishing OUT OF BUSINESS! And the shame was it was totally unnecessary. The rally featured a host of speakers from the recreational and commercial fishing community, organizers of the event, and a handful of Congressmen and Senators who seemed genuinely concerned with our plight and addressed the crowd. Noticeably absent, representatives of the sportfishing and boating trade associations, who, it was later reported, were working behind the scenes to thwart the efforts of the fishermen at the rally, something that has not been forgotten to this day. ... New Method Improves Catch Estimates

WHAT IS NOAA'S NEW METHOD AND WHY WAS IT DEVELOPED?

February 01 2012 - The Marine Recreational Information Program, or MRIP, is the new way NOAA Fisheries is collecting, analyzing and reporting recreational fishing data. The program brings scientists and stakeholders together to evaluate the way we've done things in the past and constantly work toward ever more reliable and trusted data. In January of 2011, the MRIP team finalized an ambitious overhaul of the way NOAA calculates recreational catch: We have corrected assumptions about how different factors might affect catch rates, and developed a new method to produce more accurate estimates. This method is being used to recalculate previous estimates dating back to 2004, and will be the basis for all new estimates moving forward. Boaters Opposed to Increased Ethanol

September 26 2011 - FERNANDINA BEACH, Fla. — With the EPA recently allowing fuel companies to increase the amount of ethanol found in gasoline from 10 percent to 15 percent, the move could mean more damaged boat engines for unsuspecting owners who use the fuel. Ethanol increases the acidity of the fuel, which in older boats and motors can dissolve fuel tanks and lines, which can ultimately damage, clog and stall engines. A recent survey conducted by AnglerSurvey.com found most anglers who boat were unaware of the increase in ethanol and the threat the change poses. May 02 2011 - NOAA Fisheries Service has published a final rule implementing increases in the commercial and recreational red snapper quotas in the Gulf of Mexico from 3.542 and 3.403 million pounds (MP) to 3.66 and 3.525 MP in 2011, respectively. A recent red snapper assessment update projected overfishing (rate of removal is too high) ended in 2009, and therefore, the total allowable catch can be increased from the existing 6.945 MP to 7.185 MP. This action was evaluated in a regulatory amendment to the Fishery Management Plan for the Reef Fish Resources of the Gulf of Mexico. April 15 2011 - WASHINGTON, D.C. - Today Congress approved legislation (H.R. 1473) to fund the government for the rest of Fiscal Year 2011 which includes a version of an amendment offered by Congressman Walter B. Jones (NC-3) to block funding for approval of new fisheries catch shares programs. The National Marine Fisheries Service (NMFS) had proposed to spend $36 million to institute new catch share programs, which would destroy commercial and fishing jobs and communities across the country. The Jones amendment to block this funding was originally approved by the House on February 19, 2011 with an overwhelming bipartisan vote of 259 to 159. The language will prohibit the federal government from using any Fiscal Year 2011 funds to approve new catch shares programs for fisheries along the Eastern Seaboard and the Gulf of Mexico. National Marine Fisheries out of control. Too much PEW influence.

February 04 2011 - Don’t like the recent closures? Neither do we. However, until the fishing community unites we don’t have a prayer. Here’s what you must understand.

1. Look at California. The environmentalists have successfully closed nearly a third of the waters to no fishing.

2. They’ve closed red snapper and now black sea bass off the coast of Florida, Georgia, and the Carolinas.

3. They are now trying to limit Wahoo and dolphin.

4. After that, what’s next? Are we going to end up with anything to fish for?

NY Senator Calls For Moratorium On Flawed MRFSS Data

February 04 2011 - U.S. Senator Charles E. Schumer (D-NY) has called on U.S. Secretary of Commerce Gary Locke, NOAA Administrator Jane Lubchenco, and NMFS Administrator Patricia Kurkul to issue an immediate moratorium on the flawed survey data used to implement recreational fishing quotas for the East Coast. In a letter addressed to Kurkul, Sen. Red Snapper Fishery Remains Closed

February 03 2011 - The SAFMC made this change at the same time they announced the black sea bass closure. Because of this combined with the vermilion snapper, red snapper and grouper closures, they have accomplished their same agenda without the political pressure that was generated from the bottom fishing ban. In doing so, they have put all the commercial fishermen and head boat operators up and down the entire east coast out of business and with gas prices going up, how many recreational fishermen are going to make the long run offshore just to catch triggerfish? Also going into affect January 31, is amendment 17b which indefinitely closes, speckled hind, Warsaw grouper, snowy grouper, blueline tilefish, yellowedge grouper, misty grouper, queen and silky snapper in 240’ or deeper waters. Park Service Severely Curtails Public Access to Cape Hatteras National Seashore

ORV management plan ignores economic impact on local community

December 21 2010 - Alexandria, VA – The American Sportfishing Association (ASA), along with Cape Hatteras (NC) civic and business organizations, denounce the National Park Service’s (NPS) decision to adopt an off-road vehicle (ORV) management plan for the Cape Hatteras National Seashore Recreation Area (CHNSRA) that closes extensive areas of the seashore to the public and severely limits ORV access to one of the premier surf fishing locations on the East coast. The NPS adopted its preferred management plan which severely curtails recreational fishing and other recreational activities beyond what is needed to address resource protection. The final ORV plan poses serious issues for the local economy, which is largely dependent upon tourism and recreation, such as surf fishing, because it prevents reasonable public access to many of the park’s best sportfishing areas. ... December 08 2010 - In 2006 Congress re-authorized Magunson-Stevens and authorized NOAA / National Marine Fisheries to change the way they collect data and were given until 2010 to have the information necessary to better manage the public resource.

On March 20, 2009, Dr. Jane Lubchenco was sworn in as the Administrator of NOAA. She is a product of the Pew Foundation and a staunch environmentalist. Instead of using the money appropriated to NMFS to collect data for the 2010 assessment, Dr. Lubichinco took it upon herself to use the funding to implement a plan for sector management for commercial fishermen and a catch share program for recreational fishermen.

At the same time NMFS has managed to close nearly half of the offshore waters to fishing in California and has also successfully closed hundreds of miles of bottom fishing off Florida, Georgia, south and North Carolina.

Recently, NOAA / NMFS announced that NMFS has delayed a ban on all bottom fishing in a 5,000 square mile area of the South Atlantic until June 2011. The delay allows time to consider the results of a new scientific assessment of Red Snapper which has shown the population is in better condition than was previously estimated; however, the existing ban on commercial and recreational fishing for Red Snapper in Federal waters from North Carolina to Florida remains in effect.

December 08 2010 - Jacksonville, FL - In October the Recreational Fishing Alliance (RFA) levied harsh criticism at the current Administration when the South Atlantic Fishery Management Council (Council) was notified by NMFS Southeast Regional Administrator Roy Crabtree that a 4,800-square mile fishing ban was pending for South Atlantic anglers. Congressman Jones objects to NOAA Asset Forfeiture Fund Policy

NC Republican Says NOAA plan to pay judges with funds derived from their own judgments compromises appearance of impartiality

December 03 2010 - WASHINGTON - Dec. 3, 2010 - Congressman Walter Jones (R-NC) wrote to NOAA Administrator Jane Lubchenco yesterday raising concerns about NOAA plans for reforming the agency's use of funds derived from fines and forfeited assets from fishermen.

Congressman Jones called it "extremely troubling that the agency's draft policy would allow proceeds from fines, penalties and forfeitures from fishermen to be used to pay the salaries of the Administrative Law Judges (ALJ) deciding cases brought against fishermen. Not only is this use of funds not authorized by the Magnuson-Stevens Act, it is terrible policy. The right to a trial before an unbiased, impartial judge is a bedrock principle of our democracy. If fisheries law judges are compensated with money from judgments against fishermen, the appearance, if not the practice, of impartiality is fundamentally compromised." ... Read More

NOAA Announces Fishing Rules to Protect Gulf of Mexico Gag and Red Grouper!

November 30 2010 - NOAA’s Fisheries Service has announced a temporary rule that will prohibit recreational fishing for gag grouper in Gulf of Mexico federal waters. The six-month rule becomes effective on January 1, 2011, and can be extended an additional six months if necessary.

This rule will also reduce the commercial quota from 1.49 million pounds to 100,000 pounds and will prohibit the use of the red grouper multi-use individual fishing quota allocation for harvesting gag grouper. The quota will discourage commercial vessels from targeting gag or from fishing in areas with high accidental catch of gag, while still allowing the retention of some accidentally-caught gag that would otherwise be discarded dead at sea. ... November 29 2010 - PARIS, France -- A negotiating team from the United States, which included The Billfish Foundation (TBF), successfully defended existing conservation measures for white and blue marlin and swordfish during 12 days of annual negotiations of the International Commission for the Conservation of Atlantic Tunas (ICCAT), which concluded in Paris, November 27.

November 22 Deadline For Input To Protect U.S. Bluefin Fishery

November 22 2010 - The Recreational Fishing Alliance (RFA) today went on record with the National Marine Fisheries Service (NMFS) in opposing efforts to list Atlantic bluefin tuna as a threatened or endangered species.

In response to a request by the Center for Biological Diversity, NMFS announced that it had started an official review for possibly listing Atlantic bluefin under the Endangered Species Act (ESA). As outlined in an RFA release in September such a definitive and restrictive ESA listing would summarily eliminate the recreational catch and release fishery for Atlantic bluefin tuna, and could also impact other coastal fisheries where bluefin might be harassed, captured or harmed as a bycatch fishery. ... Congressman Walter Jones Questions NOAA Catch Share Policy

November 08 2010 - Today U.S. Congressman Walter B. Jones (R-North Carolina) sent a letter to Dr. Jane Lubchenco, Administrator of the National Oceanic and Atmospheric Administration (NOAA), opposing NOAA's recently announced National Catch Share Policy and demanding answers regarding its development. Jones called the policy "totally unnecessary for species protection." He expressed outrage over NOAA's announcement of a $2.2 million grant program to advance its catch shares agenda, which will put Americans out of work and is opposed by the vast majority of fishermen. Jones believes that "to the extent that solid science demonstrates that reductions in catch in any given fishery are necessary, there are far better options than catch shares for achieving those reductions." October 15 2010 - NOAA today reopened to commercial and recreational fishing 6,879 square miles of Gulf waters about 180-200 nautical miles south of the Florida panhandle, between the Florida-Alabama state line and Cape San Blas, Fla.
