U.S. Coastal Fishermen Rally in Washington, D.C. - March 21, 2012!

It's long since past time to fix the Magnuson Act and put recreational fishermen back on the water.

February 22 2012 - The date was February 24, 2010, the place, a small park alongside the Capitol Building where full sessions of the House of Representatives and Senate were underway. An army of over 5,000 recreational and commercial fishermen descended on the park in an orderly and respectful show of force to tell our elected representatives that legislation they passed in 2007 was not working and was, in fact, putting thousands of American fishermen, both commercial and recreational, along with people in the industries that are supported by fishing OUT OF BUSINESS! And the shame was it was totally unnecessary. The rally featured a host of speakers from the recreational and commercial fishing community, organizers of the event, and a handful of Congressmen and Senators who seemed genuinely concerned with our plight and addressed the crowd. Noticeably absent, representatives of the sportfishing and boating trade associations, who, it was later reported, were working behind the scenes to thwart the efforts of the fishermen at the rally, something that has not been forgotten to this day. ... THE NY TIMES, TEDDY ROOSEVELT & A BIG WOODEN FISH NAMED PEW

By Jim Hutchinson, Jr.

February 13 2012 - There was big news over Christmas break for those interested in “who owns what media outlet,” as the far left-leaning New York Times announced it was selling off 16 of the regional newspapers it had gobbled up over the past two decades. According to reports, Halifax Media Holdings LLC, of which Stephens Capital Partners of Little Rock, Arkansas is the majority owner, has purchased the local news outlets for approximately $143 million.

Stephens Capital Partners is owned by Warren Stephens of Little Rock, though their Halifax Media division was founded in 2010 and is headquartered in Daytona Beach, Florida. Included in the sale were Florida newspapers like the Sarasota Herald-Tribune in Sarasota, The Ledger in Lakeland, Star-Banner in Ocala, News Chief in Winter Haven and the Gainesville Sun in Gainesville. ... New Method Improves Catch Estimates

WHAT IS NOAA'S NEW METHOD AND WHY WAS IT DEVELOPED?

February 01 2012 - The Marine Recreational Information Program, or MRIP, is the new way NOAA Fisheries is collecting, analyzing and reporting recreational fishing data. The program brings scientists and stakeholders together to evaluate the way we've done things in the past and constantly work toward ever more reliable and trusted data. In January of 2011, the MRIP team finalized an ambitious overhaul of the way NOAA calculates recreational catch: We have corrected assumptions about how different factors might affect catch rates, and developed a new method to produce more accurate estimates. This method is being used to recalculate previous estimates dating back to 2004, and will be the basis for all new estimates moving forward. In the coming months, pre-2004 estimates will also be recalculated. ... Read More

GULF COAST LEGISLATORS OPPOSE CATCH SHARE PLAN

Rep. Southerland (FL) Spearheads Efforts To Protect Open Access

November 15 2011 - Little more than one week after 19 members of the House of Representatives requested language be included in the 2012 appropriations bill to help restrict use of funds for development of new catch share programs in the New England, Mid Atlantic and South Atlantic regions, 25 legislators have responded in kind to help protect access in the Gulf of Mexico.

Spearheaded by Rep. Steve Southerland (R-FL), the bipartisan letter sent to House leadership this week sends a clear and concise message to Congress that coastal legislators on both sides of the aisle are not happy with NOAA Fisheries attempt to respond to fisheries management issues through privatization schemes which limit fishing participation. "Just as Members who have Atlantic coastlines in their districts desire to keep new job-killing catch share programs from being implemented, so too do we, the undersigned Gulf Coast members," the letter reads. ... Boaters Opposed to Increased Ethanol

September 26 2011 - FERNANDINA BEACH, Fla. — With the EPA recently allowing fuel companies to increase the amount of ethanol found in gasoline from 10 percent to 15 percent, the move could mean more damaged boat engines for unsuspecting owners who use the fuel. Ethanol increases the acidity of the fuel, which in older boats and motors can dissolve fuel tanks and lines, which can ultimately damage, clog and stall engines. A recent survey conducted by AnglerSurvey.com found most anglers who boat were unaware of the increase in ethanol and the threat the change poses. Annual catch limits (in pounds or numbers of fish) and accountability measures (AMs) must be set for these species by the end of 2011, as required by the Magnuson-Stevens Act to prevent overfishing, and measures will impact both commercial and recreational fishermen who fish in federal waters along the Atlantic coast and Gulf of Mexico. According to the Recreational Fishing Alliance (RFA), Southeast anglers who target these particular fisheries should take particular note of what's on the agenda. ... Read More

FWC proposes more protection for permit

April 07 2011 - The Florida Fish and Wildlife Conservation Commission (FWC) proposed several draft rule amendments on Wednesday to further enhance and protect Florida’s permit fishery, while also strengthening management of the Florida pompano and African pompano fisheries.

“Permit is a major recreational game fish and a big reason why Florida is the ‘Fishing Capital of the World,’” said FWC Chairman Rodney Barreto. “We want to give permit, Florida pompano and African pompano more protection and increase the enforceability of our current rules by extending our rules into federal waters adjacent to Florida waters, where these species are currently unregulated.” Federal waters extend beyond nine nautical miles from shore in the Gulf of Mexico and three miles from shore in the Atlantic Ocean. ... FWC approves conditional Gulf amberjack recreational closed season

April 07 2011 - he Florida Fish and Wildlife Conservation Commission (FWC) on Wednesday approved a rule amendment to establish a two-month closed recreational harvest season for amberjack in Gulf of Mexico state waters that would be consistent with anticipated new rules in Gulf federal waters. Gulf amberjack are considered to be overfished and undergoing overfishing.

The FWC believes that applying the same closed recreational harvest season for amberjack in Gulf state waters (inside nine nautical miles from shore) as in federal offshore waters would maximize fishing opportunities for anglers and charter boat operators along Florida’s Gulf coast. ... Read More

BoatUS Urges Boaters To Be Heard on New EPA Requirements

A CALL TO ARMS

Are You Willing to Help Save Recreational Fishing?

March 29 2011 - We are losing our right to fish and only an organized effort at both the State and Federal level by fisherman-activists can reverse the tide. RFA needs qualified volunteers at all levels to man its growing state chapters.

You can see it every time you go on a fishing website, read the outdoor column in the local newspaper, or whenever you try to go fishing. The regulations are more draconian, the seasons are shorter, the bag limits even more constrained and more new areas are closed to fishing altogether. If you didn't think that was possible just a few short years ago you cannot deny the reality of what is occurring before your very eyes, we are losing our right to fish and the pace has been accelerating since the Obama administration put the darling of the environmental left in charge of NOAA Fisheries. The question is, are you going to sit on the sidelines and let it happen or are you ready to become an angler-activist and fight for what you love? If you want to get involved and you have time and talents you can bring to the fight please keep reading because the RFA needs you and many more anglers like you. ... Read More

NY and NC Senators reintroduce Flexibility in Rebuilding American Fisheries Act

Senators say legislation will help save fishing industry by increasing flexibility in arbitrary Federal fishing rules.

March 29 2011 - Bill is sponsored by New York Senators Charles Schumer and Kirsten Gillibrand, and by North Carolina Senators Kay Hagan and Richard Burr.

According to Senators Schumer and Gillibrand, Long Island's once thriving commercial and recreational fishing industry has been decimated in part by quotas and inexact science, severely limiting catch and allowable fishing days. Their bill would increase flexibility of quotas. Long Island is losing millions every year because of excessively strict quotas. Schumer, Gillibrand say that with flexibility and better data we can rebuild stocks and allow Long Island's fishing industry to survive. ... Read More

National Marine Fisheries out of control. Too much PEW influence.

By Jack Holmes

February 04 2011 - Don’t like the recent closures? Neither do we. However, until the fishing community unites we don’t have a prayer. Here’s what you must understand.

1. Look at California. The environmentalists have successfully closed nearly a third of the waters to no fishing.

2. They’ve closed red snapper and now black sea bass off the coast of Florida, Georgia, and the Carolinas.

3. They are now trying to limit Wahoo and dolphin.

4. After that, what’s next? Are we going to end up with anything to fish for?

When I say unite, there are several issues we must look at.

Park Service Severely Curtails Public Access to Cape Hatteras National Seashore

ORV management plan ignores economic impact on local community

December 21 2010 - Alexandria, VA – The American Sportfishing Association (ASA), along with Cape Hatteras (NC) civic and business organizations, denounce the National Park Service’s (NPS) decision to adopt an off-road vehicle (ORV) management plan for the Cape Hatteras National Seashore Recreation Area (CHNSRA) that closes extensive areas of the seashore to the public and severely limits ORV access to one of the premier surf fishing locations on the East coast. The NPS adopted its preferred management plan which severely curtails recreational fishing and other recreational activities beyond what is needed to address resource protection. A message from Jack Holmes

December 08 2010 - In 2006 Congress re-authorized Magunson-Stevens and authorized NOAA / National Marine Fisheries to change the way they collect data and were given until 2010 to have the information necessary to better manage the public resource.

On March 20, 2009, Dr. Jane Lubchenco was sworn in as the Administrator of NOAA. She is a product of the Pew Foundation and a staunch environmentalist. Instead of using the money appropriated to NMFS to collect data for the 2010 assessment, Dr. Lubichinco took it upon herself to use the funding to implement a plan for sector management for commercial fishermen and a catch share program for recreational fishermen.

At the same time NMFS has managed to close nearly half of the offshore waters to fishing in California and has also successfully closed hundreds of miles of bottom fishing off Florida, Georgia, south and North Carolina.

Recently, NOAA / NMFS announced that NMFS has delayed a ban on all bottom fishing in a 5,000 square mile area of the South Atlantic until June 2011. The delay allows time to consider the results of a new scientific assessment of Red Snapper which has shown the population is in better condition than was previously estimated; however, the existing ban on commercial and recreational fishing for Red Snapper in Federal waters from North Carolina to Florida remains in effect.

We have known for some time that the Red Snapper stock is healthy but they never listen to the fisherman. ... Read More

NC Republican Says NOAA plan to pay judges with funds derived from their own judgments compromises appearance of impartiality

December 03 2010 - WASHINGTON - Dec. 3, 2010 - Congressman Walter Jones (R-NC) wrote to NOAA Administrator Jane Lubchenco yesterday raising concerns about NOAA plans for reforming the agency's use of funds derived from fines and forfeited assets from fishermen.

Congressman Jones called it "extremely troubling that the agency's draft policy would allow proceeds from fines, penalties and forfeitures from fishermen to be used to pay the salaries of the Administrative Law Judges (ALJ) deciding cases brought against fishermen. Not only is this use of funds not authorized by the Magnuson-Stevens Act, it is terrible policy. The right to a trial before an unbiased, impartial judge is a bedrock principle of our democracy.
